Richmond’s $11.25 Million Investment in Gateway Plaza Seems Justified

My only question is whether the city really had to chip in the $11.25 million subsidy to make the deal work. In situations like this, developers will always ask for the money. They would be negligent if they didn’t. I would be interested to know what kind of due diligence city officials conducted to assure themselves the deal would have cratered without the contribution. Link
