What burdens do the floodplain regulations impose on developing the five Loving parcels in Shockoe Bottom between Grace and Franklin as a consolidated parcel if the ground level of the southern portion of the parcel is used as open wall parking?

It would seem that there would be no effect on the floodplain level. If dwelling units were included in the development, access to the site outside of the floodplain exists at the northeast corner of the parcel. I am not aware of any other floodplain issues.
